Resin coated paper was designed to greatly reduce the was time required after chemically processing photo paper. It cut the time for removing fixer from 40 minutes to less than 5 minutes.
The resin (plastic) coating is applied in the manufacturing process (not after you use it). In other words, it comes that way.
